"We have got to work really hard in these days leading up to May 11 to make sure that we have got options," he said.
"There are a couple of things that Victorians, I'd ask Victorians to do and keep doing. Keep following the rules. Keep staying at home.
"Keep doing the right thing by your family and every Victorian family by following those important rules. They are there for a reason. Impressive numbers, but they are fragile, things can change very quickly, this can get away from us very quickly and there is so much international evidence of exactly that happening."
There have been just three new cases of COVID-19 confirmed in Victoria overnight, taking the state's total to 1364.
Sixteen of these cases are in hospital, with seven patients in intensive care.
The total number of cases is made up of 706 men and 658 women, with people aged from babies to their early nineties.
There are 140 confirmed cases of coronavirus in Victoria that may have been acquired through community transmission.
Mr Andrews warned residents not to become complacent and believe the worst is over.
"We have come too far, we have achieved too much for us to give that back, for us to fritter that hard work away," he said.
"That's why it's so impressive that despite the obvious frustration with having to live a very different lifestyle, Victorians are staying the course.
"I know it's easy to think that with such low case numbers maybe the worst has passed, maybe this is over. We saw a spike in numbers a couple of days ago. We have had outbreaks in lots of different settings right across Victoria."
Partygoers issued fines for breaches
10 partygoers have been fined more than $16,000 for breaching COVID-19 restrictions by attending a Melbourne birthday party.
Victoria Police has issued 74 across the state in the past 24 hours. They also conducted 651 spot checks at homes, businesses and non-essential services across the state as part of Operation Sentinel.
Four people drinking alcohol in a shopping centre carpark and multiple people committing criminal offences, including theft and drug offended were also fined.
